qrencode: adopt, cleanup

* Switched `rev` to `tag`.
* Added `passthru.updateScript`
* Removed `with lib;` from `meta`
* Updated `meta.description` and `meta.longDescription` to reflect that there is a CLI tool too.
* Adopted.
