lib.getLicenseFromSpdxIdOr: init

Add lib.meta.getLicenseFromSpdxIdOr as a variant of
lib.meta.getLicenseFromSpdxId that explicitly state the default
(fallback) value if there's no license matching the given SPDX ID.
